Litter and Fly Tipping

One of the hardest battles facing the CBPG is fly-tipping on the Carn.    Despite regular refuse collections in the district and a recycling centre within 1/2 mile of the Carn, people still dump rubbish there on an annoyingly regular basis.

The rubbish tipped is a mixture of domestic and industrial waste.

       
       
Several proposals have been aired over the last 4 years including placing skips on the north side, bollards to restrict vehicles, CCTV and hired security patrols.  All of these methods have pros and cons.  Most of the cons revolve around financing the schemes.  Security has been tried, and people were caught, but no one was prosecuted.   Several bollards and boulders have been placed on access roads on the north side of the Carn, but these, unfortunately, also restrict access for honest individuals who used to use the roads and car parks that are now blocked off.

Convictions of fly-tippers are difficult to obtain.  The culprit needs to be caught in the act of tipping, not just driving by with a load of rubbish.   Numberplate, date and time need to be recorded and, most crucially, the witness must be prepared to go to court to prove the case.  This last part is where people tend to come unstuck, as people are understandably reluctant to stand before the miscreant.
